From August 24, 2026, OpenAI rolled out advertising in ChatGPT to 31 European markets, including Norway, Sweden, and Denmark. Initially, this went through agency partners such as Publicis, WPP, Omnicom, MediaPlus, Havas, and dentsu. Sikte AI followed this with great excitement. One week later, on August 31, OpenAI opened its self-service platform "Ads Manager" to these markets—and as of September 3, OpenAI themselves confirm that self-service access now applies in 52 countries, Norway included. In other words: you no longer need to go through an agency to test the channel. We have taken a closer look at the platform, and here are the answers to the questions that are popping up most frequently right now.

How much does it cost?

ChatGPT Ads uses an auction model, similar to Google Ads and Meta Ads, and you can choose between two pricing models:

  • CPC (cost per click): The recommended starting bid is typically 3–5 dollars per click. Bids below approximately 3 dollars often struggle to get any impressions at all.

  • CPM (cost per thousand impressions): Typically ranges between 25–60 dollars, depending on the industry and target audience.

The auction is "relevance-weighted" (second-price), so a well-optimized ad with a lower bid can beat a more expensive, but less relevant, competitor.

Note that prices are currently quoted in dollars by OpenAI, as the platform is American – so keep an eye on how this is billed in Norwegian kroner when you set up your account.

What is the minimum budget?

According to OpenAI's own help page, a minimum daily budget of 160 NOK applies to advertisers billing in Norwegian kroner. This applies when you select a daily budget as the budget type (instead of a lifetime budget for the entire campaign period), and is far lower than previous requirements (great news, and definitely much better than initially feared!). During the US pilot phase, OpenAI required up to 200,000 dollars in monthly spend, but this was gradually removed as Ads Manager matured.

The important thing to understand is that the 160 kroner is a budget limit, not an additional fee on top of CPC or CPM. The actual price you pay per click or impression is still determined by the auction. In practice, this means that a daily budget of 160 NOK might give you 3–5 clicks per day with a typical CPC, or a certain number of thousand impressions with CPM. Also note that actual delivery can fluctuate. Some days, spend can go up to double the daily budget, but never more than 7x the daily budget over a 7-day period.

How do I manage the ads?

Everything is managed through Ads Manager at ads.openai.com, using a familiar three-level structure:

  1. Campaign – overall goal and budget

  2. Ad Group – targeting and bids

  3. Ad – the actual ad copy/creative

What distinguishes ChatGPT from search and social media is the targeting. Instead of keywords or demographic profiles, OpenAI uses so-called "context hints" – the ad is matched against the context of the conversation the user is having with ChatGPT, not against a saved user profile. All campaigns must go through an approval process before going live, and the ads are always clearly labeled ("Sponsored") separated from the actual ChatGPT response. Advertisers do not get access to users' conversations.

Ads are only shown to users on Free and Go plans. Plus, Pro, Business, Enterprise, and Edu remain ad-free.

How do I read the results?

Measurement is done in three ways, which you set up directly in Ads Manager:

  • The dashboard in Ads Manager displays clicks, impressions, CPC/CPM, and spend in real-time.

  • UTM parameters allow you to track traffic further into Google Analytics or your own analytics tool.

  • Conversions API connects ChatGPT impressions and clicks directly to conversions and revenue further down the funnel, in the same way as Meta's and Google's equivalent APIs.

Summary

ChatGPT Ads is now a viable, self-service channel for Norwegian advertisers, with no minimum budget requirements and pricing that makes it possible to test on a low budget. Targeting is still immature compared to Google and Meta, and click-through rates are currently low, but those who test early typically face lower competition and cheaper clicks before more advertisers jump on board. This presents opportunities to set up a small test campaign, measure thoroughly with UTM and Conversions API, and build learnings before your competitors do the same.
